Context

• Update the perses operator from COO to include the k8s authorization parameters in the Perses CR
• Update the perses/operator service account to have appropriate permissions to give the perses/backend its needed permissions
• Update the perses/operator deployment so that it has access to the service account token
  • The perses operator deployment will use its service account to create an access token. Part of OU-796
