Context

In order to release new features with Perses with OpenShift, we need to plan and implement a strategy to allow to build a Perses image with pre bundled plugins

Options

1. In a build stage, fetch the plugins, from a pre-defined list, from npm and copy the assets to the `plugins-archive` folder
2. Implement a `percli plugins install` that will do step 1

Outcome

A Perses backend image can be built including a pre defined set of plugins.
