Background

In order for customers or internal teams to troubleshoot better, they need to be able to see the dashboards created using Perses inside the OpenShift console. We will use the monitoring plugin which already supports console dashboards comming from Grafana, to provide the Perses dashboard funcionallity.

Outcomes

• Perses dashboards will be supported from 4.14. 
• Adjust COO to include the Perses flag for the monitoring-console-plugin, we then can use this flag to render the Perses Dashboard component
• Adjust COO to include the Incidents flag for the monitoring-console-plugin, this flag will be used to enable the incidents page in the monitoring-console-plugin

Open Questions

• The extension point for CMO might need to be backported to 4.14
  • We decided to use a simple call to the proxy to discover Perses backend instead of a plugin extension
