Background

In specific environments (such as ACM) the "Run as non-root" statement in COO prevents the troubleshooting panel, and likely other plugins, from running.

Outcomes

The plugins should be able to run in environments such as ACM where the "run as non-root" is stricter. This should involve adding USER 1000 to the various dockerfiles we have, including those on the midstream.
