Background

In order for the debugging panel to exist in the OpenShift web console, we need an extension point that can be used by plugins to contribute components into a side panel.

Outcomes

• A console plugin extension is present in the Openshift Console code so a side panel can be injected by plugins
• A console plugin extension is present in the OpenShift Console code so an item in the top right menu can be added to toggle the debugging panel
