Description

As a console user I want to open the troubleshooting panel at any time while using the console so I can:

• Update the main display by clicking on graph nodes in the panel.
• Update the panel by re-setting the korrel8r query to reflect the main display.
• Advanced: Enter korrel8r queries directy.

Proposal

There could be more than one way to do this, here is a concrete proposal:

Console: Add Observability>Troubleshooting" button to the "Observability" menu.

This can open  the panel at any time, initialized with:

• A neighbourhood of the resource shown in the main console window.
• Empty if the current URL does not map to a korrel8r query.

Panel: Add "Focus" button to reset the start query from the current console URL.

There is already a URL to Korrel8r mapping for most screens, this can be expanded in future.

Acceptance Criteria

Given logged in to console, When click Observability>Troubleshooting Then Panel opens.

Given panel is open, When click Focus Then reset korrel8r query for current URL.
