Background

Currently, the distributed-tracing-consolep-plugin backend provides endpoints for querying tempoStacks. To improve efficiency, we need to create a data manager to cache the results of previous calls. 

Outcomes

• create a data manager that will handle caching similar to one found in the `console-dashboard-plugin`[1]
