Since https://github.com/openshift/monitoring-plugin/pull/108 merged, we have issues to create nightlies in 4.16: https://amd64.ocp.releases.ci.openshift.org/releasestream/4.16.0-0.nightly/release/4.16.0-0.nightly-2024-03-27-055652, as we do not have a build in the rhel9 brew tag that we expect.

This PR: https://github.com/openshift/monitoring-plugin/pull/110 will use the default nginx version in the ocp rhel9 image which is 1.22
