In order to be able to install the dashboards plugin with COO, we need to add the console image as a new component for COO CPaaS:

We'll need a new component in here, that will set up a lot of the background infra (like git repos for build artifacts and all that)

Here we need a new container. This part manages how code gets from the upstream repo into cpaas and how to build the code.
