Description

“As an operator developer, I want to create a Grafana dashboard config map in a custom namespace, so that I do not need to modify the system namespace 
openshift-config-managed and keep my operator's components in a single namespace.”

Acceptance Criteria

Given a ConfigMap with a valid Grafana dashboard definition in a custom namespace

When the ConfigMap is labeled with "console.openshift.io/odc-dashboard=true" and/or "console.openshift.io/dashboard=true"

Then the dashboard appears in the observability section.
