Remove Observe > Targets page code from console codebase

Background

This functionality is now provided by `monitoring-plugin` and nothing in the console codebase should be using these components. Removing this code will avoid confusion and unnecessary maintenance for this code.

Outcomes

Code for Observe > Targets no longer lives in openshift/console repositiory.
