Background

Breaking change. Upgrade to `react-router-dom-v5-compat` or `react-router` v6 is required for OCP 4.19 release. 

The console will upgrade react router version 5 to 6. This is a breaking change but a migration strategy was placed: https://github.com/openshift/console/pull/12861. We need to do the required changes on the libraries to avoid console incompatibility

The logging view plugin uses the version5 compatibility library
