Background

Due to breaking changes occuring in the console in 4.22, we will need to have a new stream of our plugins to separe the 4.19-4.21 and the 4.22+ version

Outcomes

• A new branch has been added to each plugin
• Each respective team we work with has been updated of the new stream
• Konflux supports having a new stream
• obo is updated to take in a new image stream as a parameter and the matrix is updated to support dynamically choosing which image
• rhobs/konflux-coo is updated with submodules of the new branches and new dockerfiles
