Create the 'Inspect' link seen in Figma 

Click 'Inspect' should navigate to Metrics Page with the existing query(s) in that panel. 

The link should only appear for TimeSeriesChart Panels (Metrics Page can only display line charts). 

This will require upstream changes because the Perses component currently does not have the capability to add a new action. 

The 'Inspect' link should be hidden by default until Panel is passed the url for the link / path to Metrics page. 

Outcomes

Perses panels should have a 'Inspect' link in the kebab menu so that when it is clicked it navigates to the metrics page with the same query.
