Background

In order to not hardcode and repeat pf classes, flaky locators to testing files, create data-test file in troubleshooting panel repository to be referred in both UI and testing.

Outcomes

More robust IDs pf agnostic or at least easily to be maintained in the future, similar to what we have for monitoring-plugin.
