Background

Backporting features is complex due to patterfly and other fixes present in different versions of the plugin. 

Outcomes

• A slash command exist in the monitoring plugin that can create a PR for backporting a feature, when the feature has conflicts and cannot be backported by the openshift-bot
• The slash command is able to call the "build image" slash command after it is completed to build the newly backported changes
