Background

In order to allow AI and external contributors to create PRs that align with the UI Plugins quality, we need to include clear instructions in each repo. The troubleshooting panel has one that can be adjusted:

• All the observability UI plugins have a  CONTRIBUTING.md file with the appropriate description of a PR requirements.
