When LogsQueryInput is empty, the TenantToggle is disabled. the LogsQueryInput show message "Invalid log stream selector. Please select a namespace, pod or container as filter."

We needn't filter logs via namespace/pod/container for the audit and infrastructure node logs.   
we should allow user to select tenant when LogsQueryInput is empty.
