Background

Perses supports editing variables in the context of a specific dashboard, we should add the same capability inside OpenShift so users can manage the variables in their dashboards. 

In https://issues.redhat.com/browse/OU-888 the perses component <DashboardsTools /> was imported to implement the feature for editing panels. This component also allowed editing of variables. What's left to do is style the variable editing panels to look less like MUI and more like Patternfly v6.
