Description of the problem: Since the documentation for the Distributed Tracing product have changed and restructured, the View documentation link on the Observe > Traces is now broken. The link needs to be updated. 

Steps to reproduce the issue:

1. Install Cluster Observability Operator.
2. Create an instance of the Tracing UI plugin.
3. Click on the View documentation link from Observe > Traces page.
4. The link leads to a 404 page.
