There will be a well tested well undertstood one-time regression in upgrade duration associated with the migration to OVN-IC. Preliminary results indicate that all platforms pass when the limit is bumped to 95 minutes from their current values. That bump will be part of the OVN-IC implementation stories and rhn-support-sdodson will approve.

This story is being added to track reverting from the 95 minute value back to the values prior to this change.

Adding this as a blocker so that we're sure this gets done for 4.15.
