During the work and reviews of OTA-474/OCDOCS-2429: What happens in the background during upgrade for the OTA-474 card it became apparent that we do not have a shared understanding about the purpose, audience and scope of the doc.

• Update related cards (OTA-474, possibly more) with better descriptions
