today graph-data container is a ubi image as we need the container to be executable. 

With move to dkrv2 plugin, we wont need an executable graph-data container (better security).

Definition of Done:

• oc-mirror creates a scratch image for graph-data
• graph-data dockerfile is changed in cincinnati-graph-data repo to create scratch images.
