To get some evidence about whether the knob we're adding in OTA-550 melts down the log-aggregation stack.  Might have to simulate higher stage loads to get the appropriate volume, like OTA-549.

ToDo:

• Turn on the knob in stage for (1 hours ) for user access logging
• If stage can handle this then turn the knob in production for 1 hour.
