Treat the Upgradeable condition on 4.22 clusters as a guard against minor and major bumps

      Not sure yet if OCP 5.0 will be a thing, but to help folks feeling out that space just in case, adjust the Upgradeable guard to apply it to both minor- and major-version bumps, allowing 4.22 components to warn about anything coming in 5.0 or 4.23 that might need pre-update cluster-admin activity.
