Folks who were not involved in the OTE integration should not need to explore extensively the OTE enhancement and other related documents when creating new tests.
 
Enhance the current OTE guide in the CVO repository to include common relevant information and helpful steps when creating new tests. A thought should be given that the consumers may not be knowledgeable regarding OTE, origin or openshift-tests-private practices, and standards.
 
Definition of Done:

• The document includes information regarding updating test metadata. Meaning running `make update` and the necessary context around it.
• Other desired information is:
  • Usage of test labels
  • Test directory structure
  • Usage of utilities and a disclaimer about the OTA efforts not to import origin packages for the moment
  • The most important and relevant information
  • References to the source documentations (e.g., OTE enhancement, OTE integration guide, OTE Slack channel)
