As part of OTA-869, the policy engine containers (both in the app-interface Deployment and in OSUS Deployments) should access graph-builder data via a Service. This will allow new policy engines (e.g. those created by autoscaling, or just during a Node drain or Deployment update) to come contribute to handling user load more quickly, without their current 20m wait while their local graph-builder scrapes quay.io or other registry repo that contains many tagged images.
