[QE] Investigate the AI tools to help creating Prow jobs for upgrade tests

      Epic Goal*

      Before when the new OCP version is released, we copy and paste the old Prow config files into the new version, especially for the y and z stream upgrade jobs.

      We can find out the AI way to do above work, including:
      1. Copy and paste old Prow config files into new version

      2. Copy the new born profiles in E2E file into upgrade ci
      3. Sort the tests

      4. Re-generate the corn settings.

       

      Why is this important? (mandatory)

      There are many benefits for RedHat and OTA QE:
      1. AI the the trend of the world, RedHat encourage all engineers to learn AI
      2. Manually prepare upgrade ci jobs is boring and will take lots of time

      Scenarios (mandatory) 

      Provide details for user scenarios including actions to be performed, platform specifications, and user personas.  

      1. Copy and paste old Prow config files into new version

      2. Copy the new born profiles in E2E file into upgrade ci
      3. Sort the tests

      4. Re-generate the corn settings.
