The whole thing leads to bumping rust to 1.81: see the comment for details.

However, rust 1.81 is not yet available in ubi9.
We can revisit this card later.

At the moment: only https://github.com/camallo/dkregistry-rs/pull/265 can be merged.
That should not impact cincinnati or cincinnati-graph-data's build.
