Supported log levels:
Valid values are: "Normal", "Debug", "Trace", "TraceAll".
Defaults to "Normal".

Test plan:
1. check the default log level
2. increase log level to Debug, Trace and TraceAll

3. wait 10 minutes, the log level should not change back to default and keep its value as the user entered

4. update log level to 'unknown', it should be rejected

5. Upgrade cluster

6. check the log level, it should be same as the user entered

7. change log level back to default (it should have 2 ways to change it back: update its value to Normal or delete its value)
