Enable the CVO in HyperShift to change its log level based on the new API

      The HyperShift API has been updated with the new CVO configuration API. The CVO is now able to be configured by a configuration file. Tie these two functionalities together and enable hosted cluster administrators to modify a HostedCluster resource to modify the log level of its hosted CVO.

      The main idea is that a HyperShift component will create a ConfigMap that will hold the ClusterVersionOperator manifest file content. The CM content will be mounted into a hosted CVO. Any changes to the respective HostedCluster API will be propagated to the mounted manifest file. The hosted CVO will be set to be configured by the file.

      Definition of Done:

      • A user may modify a HostedCluster resource to modify the log level of its hosted CVO.
