Epic Goal

This epic serves as a "backlog" for cards that are related to the Update Status API / oc adm upgrade status command effort, but are not on a blocking path to a milestone (typically a next release goal). This epic is not expected to target a release. Cards from this epic are expected to move to a dedicated release-targeting epic eventually.
