OTA stage OCP cluster does not have keda support and thus is not able to get custom
metrics to autoscale the cincinnati-integration environment.
This ticket adds keda support to ota-stage cluster so that all our clusters, i.e. prod, stage, integration have same configurations.

Definition of Done:

• ota-stage adds keda support
• cincinnati-integration environment is able to auto-scale the pods
