Hypershift is different:

• Users interact with their clusters with a different CLI (do they really? for what use cases? do they use oc?)
• Sources of upgrade-relevant (CVO) data are running in in control plane and are hence unreachable, and relevant sources like ClusterVersion, ClusterOperator likely too?
• Workers and control plane upgrades are separated concepts

Definition of done: 

• Create a design doc and effort assessment with hypershift and OTA.
