Perform required changes in cincinnati-graph-data changes for channel rename (for ocp versions 4.16 and later). Which needs changes in channel file names as well in the automation which promotes the builds.

• candidate: no change
• Fast channel gets renamed to GA-channel
• Stable channel gets renamed to fleet-approved

Note: As discussed in the team meeting (including Subin) we will create new channels for older versions along with the existing channels.

Definition of done:

• Match the expectation from the enhancement OTA-1209 and here are some possible work we need to do.
