Currently we have "$ oc adm upgrade --include-not-recommended"

--include-not-recommended=false:
    Display additional updates which are not recommended based on your cluster configuration.

As per the parent epic we need to add a flag for update paths with known issues e.g. --with-known-issues or a better flag name, however I do not think the existing CLI UX is bad and probably better to not change anything in CLI as for that we need to deprecate -include-not-recommended which will confuse users.

we can also explore other UX  options we can have with respect to simplify the UX and achieve the goal of the epic.
