Description:

Currently, all of our jobs are being executed every time a new PR is created. To improve this, save money in our AWS budget and time, the idea is to skip these testing steps when there are ONLY changes over the md files

Acceptance criteria:

Testing jobs are not being executed when the PR is doing only changes over md files under the docs folder or the root directory (Place of Readme, Contributing.md, etc)
