Enable TPROXY sidecars in integration tests

      Our integration tests don't deploy TPROXY sidecars (https://github.com/openshift-service-mesh/istio/blob/master/prow/integ-suite-ocp.sh#L144), and therefore we didn't capture recently reported issue with TPROXY redirection mode.

      Acceptance criteria:
      1. Our integration tests include TPROXY sidecars.
