If we are able to ship OSSM 3.1 using a ubi-micro image, that will reduce the potential scope for CVEs and improve security for our users. As we may be asked to extend support of OSSM 3.1 to align with OCP 4.20, this would be very valuable to include for 3.1.0. 

In parallel, we will also (re)investigate FIPS implications.
