When we do only OSSM 3.0 release (without OSSM 2.6) we need to verify that new version of kiali operator supports also kiali v1.73 . Create pipeline for this testing, since right now, there are manual steps:
1. run install-service-mesh3 with Kiali and OSSM FBC and install operators only!
2. delete OSSM operator manually, left only Kiali operator only in the cluster
3. run install-service-mesh with defaults values and uncheck KIALI_OPERATOR_INSTALL
4. run downstream-pipeline with defaults values, with KI and KU only, uncheck INSTALL_SERVICE_MESH and GET_ENV_SNAPSHOT env!!

AC:

• Pipeline will install pre-GA 2.4 Kiali operator (OSSM3), then install OSSM 2.6 GA with SMCP 2.6 and run kiali integration and kiali cypress tests
