Ztunnel requires rust/cargo 1.85.
This cargo version will be available in RHEL 9.7 (release on Nov 2025)
This bring two challenges for us:

• cargo prefetch not possible as prefetch image does not contain this version of cargo
• the build itself would need to use c9s rust rpm, which would require exception

While for ztunnel dev preview (ossm 3.0.z) we can have those exceptions and do a online build, for tech preview (ossm 3.1.z) we need regular build that meets Red Hat standards.
