Istioctl install instructions reference old Istio versions

      In this procedure, step 2 lists 3 versions of Istio, two of which are no longer supported with OpenShift Service Mesh 3.0. Besides this issue, the page should not require updating for each subsequent Istio release or it will be unmaintainable.

      Instead, direct users to check their Istio control plane version, and then link to the higher level folder: https://mirror.openshift.com/pub/cgw/servicemesh/, instructing users to choose the link corresponding to their Istio control plane version (providing a command to check the version of the Istio control plane). Note that their maybe multiple Istio control planes deployed, in which case, they should choose the later version.

      Next, choose the correct package for their local operating system and architecture:

      • Linux x86 (linux-amd64)
      • Linux ARM (linux-arm64)
      • Mac x86 (darwin-amd64)
      • Mac ARM (darwin-arm64)
      • Windows x86 (windows-amd64)

      The wording of the list doesn't need to be exact, but it may help users choose the correct version for their platform (some users may not know darwin = mac).
