As captured in review comments, this checklist is not minimal: https://redhat-documentation.github.io/supplementary-style-guide/#minimalism because there is a lot here that a user must wade through that isn't necessarily actionable or clear why/why not they are doing it. It also is not modular, and by definition is not serving the purpose of an Assembly, despite the fact that the checklist is contained within an Assembly: https://redhat-documentation.github.io/modular-docs/#assembly-definition

The peer review/merge review squad reviewers (rhn-support-sarthoma and rhn-support-mipeter and kalexand@redhat.com) have agreed that this content can be merged but requires some post-merge consideration to make it more user-friendly. There are some comments contained in the review that were marked as resolved but pending "more user feedback" and those should be revisited.
