The IstioRevisionTag resource adds another option for sidecar injection that should be added to our sidecar injection page: https://docs.redhat.com/en/documentation/red_hat_openshift_service_mesh/3.0.0tp1/html/installing/ossm-sidecar-injection_ossm-customizing-istio-configuration

We need to:

• Add a section after "Identifying the revision name" called "Using stable revision tags"(or Similar) that describes how the concept of Istio Revision Tags (upstream reference),]] the IstioRevisionTag resource and how it can be used to create a stable alias for Istio or IstioRevision resources. Similar upstream content lives here.
• Modify the next two sections to account for the fact that the "IstioRevision" name could also be the "IstioRevisionTag" name. Most mentions of "IstioRevision" will likely become "IstioRevision or IstioRevisionTag"
• Add another procedure that demonstrates the use of IstioRevisionTag
