Create scripts to create maistra containers

    Description

      Upstream Istio's `make image` will not work for us.  This needs to be addressed so we can automate maistra community builds.

       

      Acceptance criteria:

      • `make image` produces containers that can be pushed to a container registry
      • Uses `docker`
      • Optional: works with `podman`
