Add v2 version attribute to _attributes file

      Because users can only migrating from 2.x to 3.0 if they are on the latest 2.6.z release, references to 2.6.z must be updated with each 2.6 release.

      To simplify this and make the change in 1 place, this issue is for creating an attribute for Service Mesh 2.x versioning. 

      Because SMProductVersion exists and is in use for 3.x, the attribute for v2 must be different:
