Same as https://issues.redhat.com/browse/OSSM-8592 however for OSSMC. Since OSSMC uses some cypress tests (If I understand that correctly), work on this ticket only after ~~OSSM-8592~~ is done.

Acceptance Criteria:

The upstream ci uses sail operator instead of istioctl
The ossmc tests suite run successfully against istio cr installed by OSSM3/Sail operator and demo apps installed by `./install-testing-demos.sh -gw true` script
