Currently we run the proxy tests as part of the proxy build, directly in CPaaS "build_proxy.sh" script. We are also doing this in our preliminary konflux builds.

We should also run Envoy tests so we are more confident everything passes in the same environment we ship to our customers. This is even more critical because right now because we don't even run these tests in GitHub.

This would increase the build time significantly. An alternative would be to run these tests after the build, as part of a QE pipeline.
