For 3.x operator built in konflux, we'll switch to file-based catalog (FBC).
The konflux documentation warns that in order to release a FBC, we'll need to enable FBC in pyxis, which might break older operator releases.

We need to check that this will not break 2.x operator (which I believe is completely separate from 3.x in OLM).

Alternatively, we must build FBC for 2.x as well
