We don't want to create new release branch too early to avoid many cherry picks. It should be possible to tmp build TP2 builds directly from main branch of https://github.com/openshift-service-mesh/sail-operator

AC:

• we need to build only one istio version downstream while keeping multiple versions in the fork
• openshift ci jobs have to still use multiple istio versions
• make gen by default must generate CSV with only one istio version so it can be used in cpaas which means we will have to run parametrized make gen before test jobs in openshift CI
